THAT the Council of the Municipality of South Dundas accept Report ES2020-11 to award RFP ES20-04 to HGC Management Inc being the best Proposal meeting specifications at the total contract price of $637,000.00 plus HST for Part A and Part B services ($132.71 per household) for 2021 with a standard CPI increase applied per year following the first year. THAT the Council of the Municipality of South Dundas approve Report TS2020-10 to authorize Cornwall Gravel Company to proceed with the additional work for the Iroquois Pathways Project: work area #1 for $110,250.00 + HST, additional 2” of granular A for $12,000.00 + HST; and, additional reinstatement for $11,300.00 + HST. THAT By-Law No. 2020-48, being a By-law to authorize the submission of an application to Ontario Infrastructure and Lands Corporation (“OILC”) for financing certain ongoing capital works of the Corporation of the Municipality of South Dundas (the “Municipality”); THAT Council authorize temporary borrowing from OILC to meet expenditures in connection with such works; and THAT Council authorize long term borrowing for such works through the issue of debentures to OILC, be read and passed in open Council, signed and sealed.
