Regular Meeting

THAT the minutes of the Thirty-Fourth Regular meeting of the Municipality of South Dundas be adopted as circulated.

THAT the Council of the Municipality of South Dundas accept Report EDO2019-12 to approve the transfer of $20,000 from the Sale of Assets Reserve Fund to allow the Municipality to participate in the Ontario Industrial Certified Site Program.

THAT the Council of the Municipality of South Dundas approve Report TR2019-10 to accept the 2019 Excluded Expenses Report as required by Ontario Regulation 284/09.

THAT the Council of the Municipality of South Dundas accept Report TR2019-11 to authorize all surplus/deficits at December 31, 2019 be transferred as follows:  Fire Department surpluses/deficits to the South Dundas Fire Reserve;  Snow Removal surplus/deficits to the Winter Control Reserve;  Iroquois and Morrisburg Water/Sewer Departments surpluses/deficits to their respective reserves;  Williamsburg Sewer surpluses/deficits to the Williamsburg Sewer Reserve Fund;  Iroquois Municipal Campground surplus/deficits to the Campground Reserve;  Ontario Cannabis Legislation Implementation Funding to the Service Delivery Reserve; and  All other surpluses/deficits are transferred to the General Working Reserve.

THAT the Council of the Municipality of South Dundas accept Report CLK2019-10 to approve the Accessibility Plan Update as presented.

THAT the Council of the Municipality of South Dundas accept Report CLK2019-11 to accept Option 3 for Janitorial Services for the South Dundas Municipal Centre (SMDC) for 2020.

THAT the Council of the Municipality of South Dundas accept Report CAO2019-15 to allow the tenant of the apartment unit at the Carman House Museum to occupy the apartment until June 2021 with no further payment of monthly rent.

THAT the Council of the Municipality of South Dundas authorize the refund of 20 months rent to the tenant of the Carman House apartment.

THAT the Council of the Municipality of South Dundas accept Report CAO2019-16 to approve the Request for Quotation from Aqua Drain in the amount of $276,360.00 plus HST for the Pre- Lining Lateral CCTV in Iroquois.

THAT the Council of the Municipality of South Dundas approve Report CAO2019-17 to receive the recurring services tender prices for 2020-2021 as attached.

THAT the Council of the Municipality of South Dundas accept Report CAO2019-18 to approve the proposal from EVB Engineering in the amount of $13,870.00 plus HST for the professional engineering services relating to the replacement of a section of the sanitary sewer near Carman Road and Elizabeth Drive in Iroquois.

THAT By-law No. 2019-114, being a By-law to regulate grading and drainage on properties located within urban and rural settlement areas and on properties that are 0.4 hectares or less in size, be read and passed in open Council, signed and sealed.

THAT By-law No. 2019-115, being a by-law to exempt lands legally described as Lot 7 on Plan 111, in the former geographic Village of Iroquois, from Part Lot Control.

THAT By-law No. 2019-116, being a By-law to amend Schedule "B" of By-law No. 2017-58, to increase the Annual Water Fixed/Flat Rate for the Morrisburg/Iroquois water system by two percent (2%) effective January 1, 2020, be read and passed in open Council, signed and sealed.

THAT all items listed under General Consent section of the Agenda be adopted with the exception of 8.d Habitat for Humanity and 8.f Matilda Recreation correspondence to be moved to discussion items.

THAT Council proceed In Camera in order address a matter pertaining to personal matters about an identifiable individual, including municipal or local board employee.

THAT the Council of the Municipality of South Dundas rise and reconvene and authorizes Staff to proceed as directed.

THAT By-law No. 2019-117, being a by-law to adopt confirm and ratify matters dealt with by resolution, be read and passed in open Council, signed and sealed.

THAT Council now adjourn to meet again at the call of the Chair.
