THAT Council proceed In Camera pursuant to Sections 239(2)(h) of the Municipal Act, 2001, more specifically information explicitly supplied in confidence to the municipality or local board by Canada, a province or territory or a Crown agency of any of them; Re: Federal and Provincial Grants

THAT Council rise and reconvene and authorize Staff to proceed as directed at 5:47 p.m.

That the Council of the Municipality of South Dundas suspend Section 5.9.9.2 and 5.9.9.4 of the Procedural By-Law on Monday, February 28, 2022 to permit for the remote virtual participation of Councillor Wells.

THAT the minutes of the One-Hundredth and Thirteenth Regular and In Camera meetings of Council be adopted as circulated.

THAT the Council of the Municipality of South Dundas accept report PE2022-01 to pass an interim control by-law prohibiting any new cannabis production facilities or the expansion of any existing cannabis production facilities within the municipality, subject to certain exemptions described in the attached by-law, and; direct staff to undertake a review respecting land use planning policies pertaining to cannabis production facilities within the municipality.

THAT Monica Shade, V.P. of Engineering & Sales of Shade Group Inc. be appointed by resolution as the engineer to prepare a new assessment schedule for Branch 1 of the Donald Hanes Municipal Drain under Section 76 of the Drainage Act.

THAT Council accept Report TS2022-02 to award RFT No. TS22- 07 to purchase one (1) Three Quarter Ton Crew-Cab 4x4 Truck in the amount of $58,000.00 plus HST to Upper Canada Motor Sales.

THAT Council accept Report WW2022-01 to approve the purchase of One (1) 2022 Chevrolet Equinox LT AWD from Upper Canada Motors Sales for the Water/Wastewater Department in the amount of $30,300.00 plus HST.

THAT Council accept Report PE2022-04 to award the Design and Construction of the Iroquois Beach Sewer Upgrades to David Brown Construction Ltd. for $73,690.00 + HST and that additional funding for the project be taken from the Sale of Asset Reserve.

THAT Council accept Report No. FES2022-02 to approve the By- law authorizing execution of the Tired Response Medical Agreement with the Cornwall SD&G Paramedic Service.

THAT Council accept Report CS2022-04 to approve the revised Terms of Reference of the Iroquois and Morrisburg Waterfront Committees.

THAT Council accept Report CAO2022-03 to award the Carman Road Watermain Relining Project to Foraction Inc. for $1,123,008.85 plus HST and that the shortfall be funded through the water reserve.

THAT By-law No. 2022-22, being a By-law to adopt interim controls prohibiting any new cannabis production facilities or the expansion of any existing cannabis production facilities within the municipality, subject to certain exemptions be read and passed in open Council, signed and sealed.

THAT Council give first and second reading of By-law No. 2022- 24, being a provisional by-law outlining proposed drainage works within the Thorpe Ellis Municipal Drain, and to notify the Township of Edwardsburgh Cardinal of such works given that the watershed of the Thorpe Ellis Municipal Drain extends into their respective municipality be read and passed in open Council, signed and sealed.

That By-law No. 2022-25, being a By-law to lift part lot control for Lots 12-20 (Inclusive), Registered Plan 8M-14, in the geographic Township of Williamsburg be read and passed in open Council, signed and sealed.

THAT By-law No. 2022-26, being a By-law to authorize execution of a Medical Tiered Response Agreement between the Municipality of South Dundas and the City of Cornwall SDG Paramedic Services read and passed in open Council, signed and sealed.

THAT all items listed under General Consent section of the Agenda be adopted as presented, save and except for 9.b and 9.c be moved to Discussion Items.

THAT the 2021 Annual Report for the South Dundas Drinking Water System, which satisfies both Section 11 and Schedule 22 reporting requirements under O. Reg. 170/03 be received as information.

That the Council of the Municipality of South Dundas provide authorization to staff to proceed with pre-purchase approval of the Taylor Road Bridge, with pricing to be reported at a future meeting of Council for final approval.

THAT By-law No. 2022-27, being a By-law to adopt, confirm and ratify matters dealt with by resolution be read and passed, in open Council, signed and sealed.

THAT Council now adjourn at 9:37 p.m. to meet again at the call of the Chair.
